feat: sync upstream pricing from pricing endpoint (#4452)

* feat: sync upstream pricing from pricing endpoint

* feat: sync upstream pricing with expression priority

* fix: add feedback while syncing upstream pricing

* fix: show loading state for empty upstream pricing sync
